On the morning of March 19, the 8th National Congress of China Law Society was held at the Great Hall of the People in Beijing, attended by leaders of the Party and the country including Xi Jinping, Li Keqiang, Li Zhanshu and Wang Huning. Advanced collectives and individuals of the national law society system were commended. Professor Pan Hongxiang from the School of Law of SCUN won an honor of “Advanced Individual of China Law Society System”.
Professor Pan has insisted on carrying forward the ideas of combining theories and practices and serving the society with scientific researches and applying the theories and research methods of sociology of law in the researches of regional national autonomy system and nationality issues. Every year, he conducts field surveys on nationality issues at regions inhabited by different nationalities in summer and winter vacations, having left his footprints in regions such as Southern Xinjiang, Western Yunnan, Huangnan and Gannan Prefectures of Qinghai, Western Hunan, Western Hubei and Northern Guangxi. Thus far, he has written twelve research papers, several of which have won an award for excellent fruits of social science from the State Ethnic Affairs Commission. He has led a major project sponsored by the National Social Science Fund—“Theoretical Principle, Practical Experience and Actual Challenges of Regional National Autonomy from the Perspective of National Building”, a key project supported by the National Social Fund—“Comparative Research on Protection of Rights of Minorities” and eleven provincial and ministerial-level programs of the Ministry of Education, the Ministry of Justice, the State Ethnic Affairs Commission and Hubei Province. In addition to more than 50 academic papers, he has published two monographs, “Social Theoretical Analysis of the Constitution” and “Unification, Autonomy and Development—Research on the Structure of Unitary State and Regional National Autonomy”.
Actively driven by Professor Pan, the school of law held two national academic seminars in 2013 and 2015, organized a special session on legal anthropology of the Annual Meeting of China Union of Anthropological and Ethnological Sciences in 2017 and the Congress and Academic Seminar of the Research Institute of Nationality Law of China Law Society in 2018. Under his efforts with his colleagues, a series of marked scientific research fruits have been achieved in the discipline of nationality law of the SCUN and established a leading status among colleges and universities nationwide. Professor Pan has provided social services depending on his specialty advantages, actively engaged in the nationality legislation of “one prefecture and two counties” of Hubei Province and the demonstration of legislation draft of Enshi Prefecture. He has related teachers of the school to discuss the Regulations on the Work of Urban Nationalities (Exposure Draft) and submitted the draft to the Legislative Affairs Office of the State Council and the department of politics and law of the State Ethnic Affairs Commission. He has attended and raised administration suggestions in several expert panel discussions on nationality policies, nationality legislation and examination of law enforcement organized by the General Office of the CPC Central Committee, the United Front Work Department of the CPC Central Committee, the State Ethnic Affairs Commission, Hubei Provincial CPC Committee, Hubei Provincial Government, and the the Standing Committee of Hubei Provincial People’s Congress. Invited by Hubei Provincial Law Society, he held about ten lectures on the amendments to the Constitution and the Supervision Law in organizations in Shannan of Tibet and different cities and counties of Hubei Province in 2018.
